To troubleshoot the problem, I made a copy of the WindowsUpdate.log file, and tried to run an update through the control panel (the update window just sits there forever). Inside the svchost process, the culprit turned out to be Wuaueng.dll, the Windows autoupdate code. When I investigated this further, I discovered thatnan svchost process was gobbling up 50-70% of the CPU cycles.
